CT4-V What is this on ct4-v Blackwing engine?

I was checking the oil when I noticed this cap had come off. I pushed it back on but wondered what this is?

I'm an idiot, but what is this component on the front of the CT4 BW engine right under the engine cover?

I sometimes like to open my hood and stare in awe at the beauty of my BW , but every once and a while I find the rubber cap on this 'thing' popped off (it was hanging loose when i bought the car and its been bugging me since to know what it is). I put the cap back on whenever I see it off, but I have no idea what it does.

The part seems loose too, I can rotate it without much effort. I've seen pictures with the rubber cap pointed up, but I'm afraid if there is some type of...
