How can I turn it off?
I was on the gas holding speed and it took me down about 10mph overriding my slight gas.

I'd call that hopefully an infrequent and minor inconvenience and weigh it against the benefit of preventing even a minor incident with a car or pedestrian. That said, you can turn it off (I do it for track days) but I'm out of town away from the car and can't tell you how from memory.

Happens rarely and this time I had a car behind me too close for comfort even before the braking
