Missing rock guards?

Yeah - but this is a separate part number from the duct kit. In looking at the publicity photos on cadillac.com, it seems all of those CT4-V Blackwings have the rock guards installed. Looking in the facebook CT4-V group, it seems a mix of cars - quite a few have the rock guards installed.

the front wheels should have guards in front AND in back of the wheels = my 4v matte green BW has them and they do help

Everything I've read regarding brake cooling ducts is really related to Ceramic brake rotors that are extremely susceptible to shattering. Why would you want basically a big funnel aiming road debris at or into your rotor for a DD. Iron rotors would probably shake that off.
