I'm going to try the OEMs first to make sure its the Apex causing the issue and then try the Apex again without the rings. I don't think the rings make a huge difference but we'll find out.
Changed lugs but the clicking is still there. Discovered that the noise occurs even when stationary and the wheel turned. videos attached:

No spacers. I have the specs recommended by Apex and was able to mount the OEM tires on the Apex wheels. I'm hoping it's the lugs since that's the simplest resolution. I'll update tomorrow.
I got the recommended 18" setup in the Apex VS-5RS forged wheels and fitted them with OEM tires.
I installed the hub centric rings on both front wheels and have aftermarket lugs.

Only must-haves were a manual and the SCG seats. Everything else was a want (including sunroof) and I was able to order the exact car. I'm not too tall but my kids are over 6' and don't have trouble fitting.
