Is the Cadillac ATS-V Better Than a BMW M3 on the Street?

GM’s chassis engineers are some of the best on the planet. Their fast cars are really, legitimately, fast cars, especially the fast Caddy’s. The ATS-V sedan undercuts the BMW M3 in price (because of course it does), while offering more power in a slightly smaller package. Does it work?
